He is the Romania Under-16’s captain and has signed a three-year deal with the club.
Arsenal will pay the the Romanian club around £100,000 in compensation.
Dragomir’s agent said: ‘I proposed to Arsenal a year ago and a half, during which they monitored closely.
‘In my opinion, Vlad is one of the most talented players in Europe at the moment.’
