The Ligue 1 champions are reluctant to sell and knocked back Arsenal’s second bid of £45million, but Lemar is keen to move to the Premier League.
Arsenal are prepared to go above £45millin for the player and will offer him a five-year deal worth £100,000-a-week.
Lemar’s representatives have already held talks with Monaco and Wenger is hoping they can get a deal done.
But French newspaper L’Equipe claim Monaco’s vice-president Vadim Vasilyev has no desire to sell up.
In fact, Vasilyev has such a high valuation of the 21-year-old that Monaco won’t consider selling even if Arsenal lift their price by €10m (to £48.4m).
