Bild report the Premier League pair have been monitoring Demirbay this season and are prepared to trigger his £28million release clause.
Arsenal are looking to add to their midfield ranks with Jack Wilshere and Aaron Ramsey yet to commit their long-term futures at the Emirates.
Demirbay damaged ankle ligaments in the draw at Hertha Berlin on Saturday has and indicated he is keen to try his luck in the Premier League.
He told Bild:”Honestly, it would not be uninteresting.
“My advisors and the club should make that up among themselves.”
The German international who moved to Hoffenheim from Fortuna Dusseldorf in 2016 has another three-and-a half years to run on his current deal.
Demirbay got himself into hot water with the German authorities when he insulted referee Bibiana Steinhaus in 2015.
After Steinhaus sent him off he blasted: “Women have no place in men’s football.”
The midfielder was banned for five games and made to referee a girls junior league football game.
